Assuming that the pdf is in the files app, locate the file, tap on it and then open the share sheet - the icon with the square and the up pointing arrow and tap on Messages. That will attach the file to a text message. Then type in the recipient name, etc, etc.

In the Mac Mail app, I'm trying to attach some PDFs and images to a draft and neither the paperclip icon nor File->Attach Files is working at all. If my cursor is in the email's body, the image WILL attach inline, which is highly undesirable. I just got settled in this app after being dissatisfied with all other Mac email clients. Problem #1: In personal iPhone (XS), when composing new e-mail message within Outlook app, when I select to attach a file, it opens the available locations for selection of the file. It show local (on my iphone), my personal OneDrive and my company's one drive. When selecting a file from either OneDrive location, it simple doesn't attach.
The solution seems to be instead to use a different email app. At least using Outlook seems to work - and ONLY if you initiate sending the photos from the Photos app. If you start within Outlook and attach pictures, you end up with embedded pictures. Remains to be seen whether the same holds true if using other third-party email apps.
